Hong Li was born in Danfeng, Shaanxi, China. He received his Master degree in operational research and cybernetics , and   Ph.D. degree in information and communication engineering  from Xidian University in 2003, and 2009, respectively. He is currently working as an associate professor in Xidian University. He has published over 30 papers in journals and conferences.
